The book is based on the proceedings and papers of a conference held in Lahore in April 1993. The conference was sponsored by the Canadian International development Agency (CIDA) and organised by the Finance Department, Government of Punjab.
The basic conclusion of the conference was the realisation that, in contrast to the federal government, sub-national governments have generally been neglected in Pakistan even though they are responsible for the delivery of basic social and economic services like education, health, water supply and sanitation, roads, irrigation, etc., and collectively account for about two thirds of the public expenditure on social services in the country.

THE THEORY AND PRACTICE OF TAX REFORM IN DEVELOPING COUNTRIES
This book approaches the subject of tax reform from basic economic principles. The objectives are to develop guidelines for the design of tax policy; to show how the principles can structure systematic research into tax reform in terms of the consequences for households, producers and governments; and finally, to combine the guidelines and applied research into a practical tax package for Pakistan, where tax reform has become an urgent priority. The authors provide a coherent framework to show how principles can be formulated, applied research structured, and policies developed and appraised in a systematic manner.
The majority of developing countries are currently facing severe budgetary pressures with rising demands for expenditures and limited scope for raising extra government revenues. In addition, the revenue systems which are in place may themselves generate strong impediments to efficiency, the expansion of the economy, the growth of the tax base, equity and the achievement of development objectives. Tax reform should therefore be central to public policy and development planning and is seen as such by many governments. It has also moved to the forefront of discussion in international agencies.
This book will be useful to graduate students, academic economists, and professional economists in international organisations and governments interested in public policy and development planning. REGIONALISM AND RIVALRY
As Japan’s newfound economic power leads to increased political power, there is concern that Japan may be turning East Asia into a regional economic bloc to rival the U.S. and Europe. In Regionalism and Rivalry, leading economists and political scientists address this concern by looking at three central questions: Is Japan forming a trading bloc in Pacific Asia? Does Japan use foreign direct investment in Southeast Asia to achieve national goals? Does Japan possess the leadership qualities necessary for a nation assuming greater political responsibility in international affairs?
The authors contend that although intraregional trade in East Asia is growing rapidly, a trade bloc is not necessarily forming. They show that the trade increase can be explained entirely by factors independent of discriminatory trading arrangements, such as the rapid growth of East Asian economies. Other chapters look in detail at cases of Japanese direct investment in Southeast Asia and find little evidence of attempts by Japan to use the power of its multinational corporations for political purposes. A third group of papers attempt to gauge Japan’s leadership characteristics. They focus on Japan’s “technology ideology,” its contributions to international public goods, international monetary cooperation, and economic liberalization in East Asia.

This book traces the development of Pakistan’s economy through four decades of the country’s existence. The author describes the four successive decades as Stagnation Decade, Development Decade, Disaster Decade, and Bondage Decade for the economy.
